DCI was contracted by the Chester Housing Authority to program, master plan and design a revitalized community. Working closely with the residents, DCI developed a plan to demolish all of the existing buildings except for the community center. The site was rebuilt with 160 new townhome residences that are compatible with the neighborhood. DCI took care to create defensible space, improved pedestrian circulation within and around the site and more recreation areas. New streets were introduced on the site to provide better vehicular circulation, convenient parking and improved emergency access. The existing community center was completely renovated to house facilities for the residents and housing authority.

The revitalized community was awarded Delaware County Planning Commission’s William H. Bates Memorial Award for Excellence in planning, design and land development.
